Hugo has a little ego...well, maybe a BIG ego.  He thinks he's always in charge.  With his scruffy cigarette smoking voice, he orders all his carnie workers around like slaves, never giving them an ounce of rest...He's a retired Major General in the Tweet Birgaide so he yells orders like a drill sergeant.
